Historically, Community Research Services has used a Geographic Information System (GIS) to analyze supply and demand variables toward the completion of a market study. CRS can also utilize a GIS in a cooperative effort with our clients to identify ideal markets for multiple housing alternatives, to provide recommendations for development characteristics, and to directly assist in the site-identification process at the parcel level.
The targeting plan includes three tiers of research:
Tier One – Based on the type of market characteristics desired, and the demographic characteristics and program requirements, CRS can determine which communities are the most promising for housing development.
Turnaround time- 4 to 6 weeks
Cost - Up to $2,000, depending on scope
Tier Two – Using the Tier One results, research on the supply side of the equation (either homeowner or renter) is added. The Tier Two analysis provides specific recommendations for development options, including:
- Project size and characteristics
- Likely target market
- Price points/rental rates
Turnaround time - 2 to 4 weeks
Cost - Up to $1,000/market area
Tier Three – Using the Tier Two results, assistance toward the identification of potential sites can be provided. By determining which site-related characteristics are of importance, individual parcels for development can be identified. This type of examination could include:
- Proximity to employment, retail locations and transportation networks

- Tax assessment data, zoning and parcels
- Topographic, soil and wetland boundaries
- Aerial photography, commuting and traffic patterns
Turnaround time - 4 to 6 weeks
Cost - Rate of $100/hr, plus data costs
All of these phases occur before any site visit takes place, saving valuable time and effort. The targeting plan is scalable to the client’s needs, with research and analysis that reflect the development goals of the client.
